UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new poll of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using savings to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to raise council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities this week also found local finances being stretched by the growing number of young people and adults requiring Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the report added.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” said a council leader.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the study found.
